Which company is best suited to provide a free food option for people with disabilities?
Commercial observers are generally used to offering free meals for people in their communities.
In some cases, they are paid to provide services such as social distancing and meal preparation.
But when the market is saturated, people are often turned away, and the commercial observer becomes the only option.
“There’s always a concern with a large segment of the population that doesn’t want to take on the burden of providing services,” says Mark Jankovic, senior director for market research and communications at Grubhub.
“They can’t afford to pay for it.”
For example, a large group of people who live in one part of Melbourne, such as a large apartment complex, can’t take the free meal from GrubHub.
For many people, they have to rely on their existing network of providers, who often charge a high fee.
“It’s not easy to find people who can take on that burden, because there’s no free food available for them,” Mr Jankovi says.
Commercial observers are also limited by their local network.
For example, there are no commercial observers in the eastern suburbs of Melbourne that serve the same area of Melbourne.
So, when the price of a free meal is prohibitive, people often turn to other free food options.
Greens Senator Scott Ludlam said commercial observers were a “good example” of the problem.
“[The commercial observer] would be the first thing you’d look at, because they’re usually the ones offering the service that’s the most expensive,” he said.
He suggested commercial observers might also be better suited to a market where there are lots of competing options for food, such a supermarket.

The most popular commercial observer is called Grub Hub, which is owned by Walmart, and is based in the United States.
The company has a huge network of CAs in the US, Australia, New Zealand, the United Kingdom, Singapore, Malaysia, China and India.
In 2013, it was reported that Grub is the most popular CAA in the world.
However, its commercial observer network is relatively small.
A study conducted by McKinsey found Grub had fewer than 300 commercial observers covering just 2 per cent of the US population.
While the commercial agency is not without its problems, Grub does have a track record of helping people with specific needs.
GrubHub has helped people with cerebral palsy, autism, diabetes and Parkinson’s disease.
Its service includes free food, and provides an on-site food pantry, where people can pay for groceries and food.
As well as providing free meals, Grubs can help people with a range of other conditions, including physical disabilities, hearing and speech impairments, and learning disabilities.
It also provides support to people who are homeless and at risk of homelessness.
Some of its service providers include food banks, payday lenders, and community food distribution centres.
